99% of the time the new stuff comes out at 3pm eastern for me. yet here it is 7pm and nothing? and from what i can tell on another post its the 26th in parts of europe. yet they dont have it either. hmms maybe there watch broke.

Don't start pointing fingers before the day has ended. It's still working hours (4 PM) in the west coast of the US and the any big update is normally released in an hour or two from the current time.
They said they'd deliver the 25th. That means they probably finish the job on the 25th. That means they probably do it just before they go back home. It makes sense.
I normally do not defend Anet, but pointing fingers at them already beforehand is getting ridiculous. Just be patient.

Stumme has allowed the TK to state a little fact about this year's quests: They have to be put in manually and that is being worked on currently - along with a couple other things supposedly.

In all fairness, I dont think you can automate new content.
EDIT: I have also seen updates as late as Midnite or 9pm eastern. So I dont think its over yet.

I just took a friend with me to the masoluem in majesty's rest, game kicked him out. Tried it 2x. Same thing happened both times. Anyone else having issues?

Does your friend have EoTN? I just came back from a three year break and the same happened to me.

Yeah, the area is probably tagged as a EoTN dungeon.
Kinda dumb imo. Getting EoTN soon, but hope they fix this "bug". Considering the area is 100% in old Tyria.

I got in and cleared the mausoleum. Just regular undead stuff but really AWESOME that we finally got to go in this place behind Rotscale!! I thought, "oh great, we have to beat Rotscale for this quest," but I didn't have any problems with him (that I remember from days gone).
Just wondering now, did I have to actually kill the mob outside and Rotscale? Has anyone just ran through them and gone through the door without killing them?

It is definitely an eotn dungeon. I've seen it when you could tour around the dungeons in slaver's exile with the portal jumping trick for some sightseeing. Also, drops in the mausoleum are inscribable.
